Statement On The Jubaland Crisis

The Forum for Unity and Democracy (FUD) is saddened by the deepening divide between the Federal government and the Jubaland Administration following the Federal Parliament’s recent decision to annul the legitimacy of the Regional Parliament of Jubaland. Continued division between these parties will undermine the political and social harmony needed to rebuild our nation that has suffered from over two decades of conflict and political and social disintegration. It also undermines the security gains made thus far, and hinders the political transformation required to hold free and fair election in 2016.

It is the firm understanding of the Forum that the leadership, at the national level, has failed to manage the circumstances that led to the conflict, and, prior to the decision of the Federal Parliament, the leadership did not do enough to assist in dialogue to address stakeholders’ grievances.

The FUD proposes that concerned stakeholders agree to quickly engage in a Somali owned and led process aimed to resolve the current crisis and move the country forward. This process could include engaging a neutral body comprising of reputable personalities that are selected based on their integrity and capacity. The proposed neutral body will facilitate a dialogue that leads to a sustainable solution to this current crisis, and will recommend a model to resolve future disputes between the Federal Government and regional administrations.

The FUD appeals to all stakeholders to exercise restraint and avoid antagonistic and inflammatory rhetoric, which could engender distrust among Somalis. The Forum will assist in any effort that ensures a lasting political solution to the crisis.
